More than 5,600 voters were placed on South Carolina's inactive list after comparing rolls with Kentucky and Tennessee. Over 14,000 names matched Kentucky or Tennessee lists, with duplicates kept on the last state to contact the voter. The state maintains a master list and uses provisional ballots if needed. A voter with no contact in two general elections is marked inactive.
