Aiken County Council swears in new term and budget plan

Five newly elected council members will be sworn in to begin new terms and help approve the 1993 94 budget. Early word says no tax increase with two mills added to a reserve for future oil appraisals. The current 21 5 million package funded by 68 mills and a $15 vehicle fee remains.

Senators Reverse Tax Hike Over Budget Fight

The Senate Finance Committee reversed last week’s tax hike plan amid a looming budget deadline. They scrapped a $400 increase on car sales and asked staff to draft a leaner budget likely to hurt local schools and some health programs, as full passage before July 1 seems unlikely. Sen. David Thomas called it a reality check and Sen. Nikki Setzler noted the changes won’t pass the full Senate or governor.

FCC Issues 500 Page Cable Rules for Rate Cuts

The FCC released a 500 page package detailing how cable firms must reprice monthly charges under the new law. Local franchising authorities can file with the FCC 30 days after Federal Register publication and certification takes effect 30 days later. Cable companies then have 120 days to adjust rates using 16 pricing tables based on channels subscribers and satellite signals. If a company exceeds its benchmark by 10 percent or more it must reduce rates by 10 percent. The rules follow last month’s rate reduction order and revert rates to those charged on Sept 30 1992 as a base. Peggy Laramie of the NCTA commented that the agency is reviewing the rules.
