President Carter plans to sign a compromise windfall tax on the oil industry after 11 months of urging Congress. He told Senate Leader Byrd and Senator Long that the measure could move quickly once approved, removing ceremonial ribbons to get it done.
President Carter rebuts a congressional effort to end Saturday mail deliveries as part of a broader 1981 budget balance push. He unveiled a budget plan urging $15 billion in spending cuts to align with House Budget Committee aims of $16.5 billion in reductions.
