York Tech and SC Commission Sued Over Vending Stand Move
Frances Messer, a blind Rock Hill entrepreneur, sues York Technical College and the South Carolina Commission for the Blind alleging a conspiracy with college director Baxter Hood and former commission director Henry Watts to relocate her concession stand. Messer claims the 1975 move halved her income from about $16,000 annually.
