The Commerce Department reports last year closed with a $5.9 billion three month deficit in the balance of payments, worsening from $3.9 billion. For the year the deficit totaled $10.6 billion, the second worst since 1960, behind a $11.2 billion deficit in 1972. The shortfall signals more dollars leaving the U S for investments and imports than coming in.
Interior Secretary Rogers C. Morton warned that taxes aimed at gas guzzlers could spread to appliances and industrial equipment. He said Congress may pursue excise taxes on heavy cars and favored limiting government involvement, opposing a federal oil company. He urged industry support to resist federal resource exploitation.

A $1 million civil damage suit began in federal court over the Aug 15 1970 shooting in Aiken. Mrs Mildred Williams alleges her son Harry Lee Williams was killed by city police after a car stop at Richland Avenue and Morgan Street. Officers say the driver threatened a knife and was warned to drop it. The suit names three officers, the public safety director and the City of Aiken.

The Aiken County Board of Commissioners approved budget transfers from surpluses to cover deficits in the Sheriff's Department and Roads and Bridges. Surpluses total 563,40.17, deficits 55557.03, with the Sheriff needing 28538.24 more. The Sheriff’s budget rose from 755,516.58 to 800,796.58 after patrol cars and equipment funding.
Commissioner Cleve Edmunds led a move to table the certification agent proposal for indigent patients amid legality concerns. The measure aimed to establish a uniform policy for all Aiken County indigents at three hospitals and address delays in funding and reimbursements to the Aiken County Hospital.
