Barnwell Courthouse Through Time Highlights Key Events
The Barnwell courthouse, built by 1848, faced destruction in 1865 when Union General Kilpatrick burned Barnwell. Court moved to Barnwell Presbyterian Church until 1869, then to Blackville, briefly returning to Barnwell in 1873. Final courthouse and jail built 1878-1879 at a total cost around 16700. A 1828 vertical sundial remains a unique timepiece outside.

Aiken Officials Explain City Debt and Budget Shortfall
Abney clarifies that the budget shortfall affects the general fund, not the water and sewer enterprise, which funds its own meters. The city has had no general obligation debt since 2003, while recreation and Public Safety rely on general fund resources. Mayor Cavanaugh notes the difficulty of living without debt but acknowledges the current absence of debt. Maayan Schechter reports from Aiken Standard.
