Paul Koon, 40, was arraigned in General Sessions on charges of kidnapping and murder in the September 1980 case against Valerie Newsome of Martinez. He pleaded not guilty and signaled intent for a jury trial. prosecutors plan to seek the death penalty and a special term may be used for trial.
North Augusta city council will discuss buying Water Distributors Inc, a private water plant serving Belvedere, at the 7:30 p.m. meeting at City Hall.
