State houses low risk inmates in high security prisons
Corrections Director Gary Maynard says the state spends nearly $6 million annually to house low risk inmates in expensive high security prisons. A newspaper analysis estimates about 4,300 inmates, or 20 percent, in maximum security should be in less costly medium or minimum facilities. Maynard cites cost and safety concerns and urges reclassification to allow low risk inmates to work and repay restitution, aiding reentry. South Carolina has stored minimum and medium risk inmates in maximum security for nearly five years.
