City faces budget shortfall as water utility seeks funds from general budget
The council notes the water and sewer fund is not self funding and that borrowing from the general fund is ongoing to cover projects like the Silver Bluff plant and water meter replacements. Projected 2013–14 use was 300 million cubic feet, with 199 million used July–January and 101 million forecast for the remaining five months. A 10 percent rate increase would raise average bills by about 4.50, but officials warn deficits still remain. The body debates inflation tracking and budget reforms as Winter Storm Pax coverage prompts wage discussions.
