York murder case lacks plea deal force in 1969 riot death
Greg Neff, one of nine white defendants in the 1969 York murder during riots, cannot compel prosecutors to honor an unapproved plea deal. Judge John C. Uhler notes the deal was never formally approved, leaving both sides without binding agreement. Neff faced a murder charge with possible life imprisonment after being offered a lesser two year misdemeanor conspiracy sentence for testimony against co-defendants. Prosecutors accuse Neff of lying on the stand, including at a June hearing, and pressed for a polygraph. he declined, while his lawyers claim he testified truthfully.
