AAP reports Americans plan to use tax rebates first to pay old debts and rebuild savings. The House approved a 1974 income tax rebate and a 1975 tax cut, but the measure stalls in the Senate. Meanwhile Amstar and Sucrest cut wholesale and commercial sugar prices by about two to three cents per pound.
Washington AP reports that under administration energy proposals American farmers would face an average annual rise exceeding $1,000 in their fuel expenses. A Library of Congress study predicts the impact.

M C Bud Dokes construction superintendent for J M Rogers Construction Co said the public cannot be accommodated at the steel topping ceremony for the Aiken Community Hospital. He noted trucks and heavy equipment make the site unsafe for visitors though officials may attend and the project remains ahead of schedule for the health needs of citizens. The ceremony will be held for city and county officials at the hospital site.
The Aiken Housing Authority requests a zoning change for an 18.6 acre Chesterfield Street tract to build a 100 unit low rent project. HUD sponsors the plan, with 46 elderly units and 54 family units split by Chesterfield Street and 20,000 square feet around each duplex. Critics fear congestion while supporters say the development upgrades the area with brick veneer buildings and added recreation. The plan includes burial utility lines, sidewalks, an administration building, and tenant facilities.
