Sexual Offender Faces Rape Charges in County Home

James Robbins, 40, a registered sexual offender released Feb. 1, was charged with attempted criminal sexual conduct after allegedly attempting to rape a 29 year old Dorchester Community Center employee at the Clarendon County home where he resided. House Votes 2 Year Limit For Welfare

The South Carolina House passed a welfare reform bill 93 to 22 to limit benefits after two years.
