Skies remain mostly cloudy tonight and tomorrow with scattered mainly afternoon and evening thundershowers. Lows in the 60s tonight with tomorrow’s high in the low 90s. Friday to Sunday will be partly cloudy with scattered thundershowers and highs in the 80s to low 90s, lows in the 60s to low 70s.
In Willingboro New Jersey a baby wrapped in a towel inside a paper bag was left at the Smallwoods home. The infant’s note referenced a distant couple seeking adoption but the couple denies adopting. Clara Smallwood expressed a desire to keep the child though unsure about pursuing state adoption. Separately South Carolina announces a July 1 child restraint law with $25 fines for noncompliance, with numerous warnings issued previously and several exemptions for buses taxis and certain medical or practical situations.
Aiken County Council will hold a special Saturday session at 10 a.m. at 736 Richland Ave to review the 1984 85 county budget for possible third reading. If not adopted on third reading, a continuing resolution would fund county operations into the new fiscal year starting July 1 without a budget.
Dr. Durward B. Pridgen closed the Aiken County Board of Education meeting with remarks praising classroom teachers and urging psychological testing for administrators while suggesting the superintendent be evaluated. An electronic disruption interrupted J P Kneece as he spoke. Paul Kinsella reflected on the final summer session of the 50 Plus Club with a light note.
The Aiken County Board of Education unanimously approved a 67.1 million dollar 1984 85 budget with 78 mills maintenance rate. The plan funds salary increases 2.9 million and earmarks 330000 for maintenance. It uses over 5.7 million in EIA funds for two new football stadiums Midland Valley and Silver Bluff over three years.
Terry McMillan wins the House District 86 runoff over Ted Willis 732 to 651 totals across Aiken and Lexington. Aiken County tallies 694 to 568. LaWana Rutland McKenzie also wins County Council Seat 3, defeating L C Jones 707 to 277.
In a close contest for the district seat, McMillan led through several recounts at USC Aiken and finally secured the victory over Willis 516 to 246 after McMillan won Salley precinct. He will face Republican Charles Sharpe in November and may negotiate with the Orangeburg Board of Trustees as he is a local educator.
Aiken County Council heard a two month drainage study on Wise Hollow showing five problem zones in 13.9 square miles with College Acres Powder House Road as the worst. Proposed fixes include major culverts and extending systems, with a 72 inch culvert at 3,200 feet costing about 143000 and a pipes alternative at 625000.
Aiken residents and regional planners will meet tomorrow at 7 p.m. at the H C Weeks Center to discuss the Whiskey Road traffic issues. Representatives from the city of Aiken Augusta Regional Transportation Study program S C Department of Highways and Public Transportation and U S Department of Transportation will present four alternatives and seek public input in four discussion groups. Information gathered will inform the South Carolina ARTS Policy Committee as it develops solutions for the North South access problem.
