Sergio Garcia clinched the Buick Classic in Harrison marking his second PGA Tour victory as media scrutiny over his swing coach father Victor Garcia intensifies. The win follows five weeks of rising form and personal motivation amid criticism.
The state legislature approves a first in nation ban on talking on hand held phones by drivers with final approval possible from Gov Pataki. If signed the ban starts November 1 with a one month warning period for violators.

Gov Jim Hodges planned a veto of the grocery sales tax break to free about 50 million dollars for college funding as state budget cuts prompt tuition increases. He was to announce the veto during trips to Clemson University and the University of South Carolina in Columbia.
Aiken regional waiting room hosts a surprise ceremony as John Elliott, recovering from hip surgery, is awarded the Order of the Palmetto by state and local officials. Family and friends gather to recognize his community service and contributions to Aiken.
