Dr. John M. Palms, president of the University of South Carolina system, argues the three four year and five two year campuses should withdraw from the Columbia based system. He cites independence in accreditation, budgeting and goals as reasons.
USC Aiken began in 1961 with 139 students on the Banksia campus as a USC branch. It gained full accreditation in 1977 as a senior college, moved to its current site in 1972, and has grown to enroll over 3,000 students today. First degrees were awarded in June of the founding year.
Aiken County voters will decide in September or October whether to issue bonds totaling 597.8 million for renovating existing schools and building new ones. The plan, approved 7-2 by the School Board after a year of study, would raise local taxes from 472 to 754.80 for a $50,000 home if bonds pass.
A blue ribbon package totaling 97.8 million was proposed with five options to save over 15 million by closing, consolidating, and changing school missions. The school board rejected the plan. A homeowner with a 50 000 house would pay 754 80 in taxes instead of 472, with mill value rising by 10 000 yearly through 1998 99 and tax figures for 93-94 through 00-12 listed.
USC Aiken Chancellor Dr. Robert E. Alexander says breaking up the University of South Carolina system is undesirable. Dr Palms planned to announce a suggestion to the Board of Trustees to split the system at an eight oclock meeting.
Aiken County Council rejects an amendment blocking step and grade pay increases and approves a balanced $21.1 million Fiscal 1998 budget on a 6-2 vote. The TAN for $4.1 million is approved 8-0 with interest capped at 5.5 percent. Councilman Ronnie Young and Councilwoman Kathy Rawls vote against the budget. Brodie supports deleting pay restrictions.
The Aiken County School Board unanimously approved a 114 075 895 budget with an 8.2 percent raise for all district employees. Teachers gain step increases. discussion noted potential timing and funding, with November as the forecast for funds. The Freedman Central School was mentioned as a possible funds source but no action to change its operations occurred.
A county approves a 68 mill tax rate yielding about 272.00 for a 100000 home plus a 2 percent raise for county workers. Road main fees, waste disposal charges, and public works project funding are outlined with exceptions by council vote. Police and emergency personnel must pass annual physicals including drug screening. Sewer rates posted at 57.6 cents per 1000 gallons with a contingency fund surcharge.
Of 600 employees affected by Graniteville Co closures at Granite and Vaucluse divisions, about 175 accepted positions at other plants while roughly as many declined offers. The Vaucluse shut on June 1 affected 350 workers, Granite division's near month end closure will affect 250 more19. Those on leave gain 90 day no-work-available leave, with 65 enrolled at Aiken Technical College to upgrade skills.
