Rao, a Gandhi loyalist and southern India native, sworn in as India's ninth prime minister. He named economist Manmohan Singh to the cabinet to tackle a looming debt crisis. Singh, who headed the central bank and was negotiating a World Bank loan to cover 63 billion dollars of foreign debt, joined 53 other ministers. The 69 year old former foreign minister replaces Rajiv Gandhi and spoke Hindi at the oath in Ashoka Hall, Rashtrapati Bhavan.

Currie Spivey 54 head of the State Development Board died when his plane crashed near Irmo after leaving Columbia Metropolitan Airport. He was alone. no ground casualties reported. Spivey, a former Daniel Construction executive, was en route to Greenville after a Columbia visit. Local educators recalled him as a bright, aggressive student and a hard nosed football player.
President Bush, in a call with Mikhail Gorbachev, urged unity between Soviet leaders and pressed for a START treaty before the Moscow summit. He noted cooperation between Boris Yeltsin and Gorbachev in pushing political and economic reforms and discussed the long‑delayed superpower meeting without specifying dates.
