The Aiken County Council passed a 7.2 million dollar budget on a 5 to 3 vote with no tax increase. Council chairman Carroll H. Warner warned of unknown factors affecting adequacy and potential tax increments if finances falter. Opponents argued the millage and staffing plans are insufficient for county needs.
