A 17 year-old was charged after police said he beat a gay man in an attack captured on videotape. The victim, 42 year-old William Kiley, suffered a broken nose, two black eyes, and facial cuts.
The Commerce Department reports the U S merchandise trade deficit widened to 4 78 billion in April reversing a two month decline. Exports reached 35 56 billion marking a 4 45 percent jump from March as Americans bought more foreign goods by 5 9 percent.

Aiken County Council voted unanimously to suspend W Scott Barnes from his post as chief administrator on paid leave, with Chairman Warner calling the move a dismissal. Barnes faces a state charge of unlawful use of a telephone and plans to appeal. he was released on a $5,000 recognizance bond and left the courthouse without comment. The council approved a $20.4 million budget for 1991-92 with 3 percent cuts and freezes.

Activists rushed to obtain a court order to block Louisiana's strict abortion law after lawmakers overrode Gov. Roemer's veto. The measure bans most abortions and would jail doctors. Clinics paused abortions as both sides foresee a lengthy legal battle amid state efforts to curb access.
A new Louisiana law restricts abortion to save the mother or in cases of rape or incest and only in the first 13 weeks. Doctors face up to 10 years in prison and a $100,000 fine for illegal abortions. women face no penalties. Rape or incest victims must report within one week and seek medical care within five days, with written verification required.
Aiken County Council narrowly approved a $20.4 million Fiscal 1991 82 spending plan based on a 65.6 mill tax base with increases for debt service and funds shift. County Administrator W Scott Barnes was suspended and later terminated after an executive session, amid austerity moves including across the board cuts and hiring freezes. Barnes faces a state warrant alleging unlawful use of a public position.
Aiken County's FY 92 tax millage is approved with all funds from property levies. An additional 5 million dollars in the budget is sourced from state fines fees licenses permits and other sources.
A Columbia report shows Hollings and Thurmond pay about 1.2 million annually for staff salaries. Hollings lists 36 staffers at 1.1 million, Thurmond 45 staffers at 1.2 million, with top earners including Ashley Thrift and Duke Short.
