Flag Burn Amendment Moves But Faces Delays Across States
After the Supreme Court ruled flag burning a protected form of protest, Republicans push for a constitutional amendment requiring two thirds in Congress and three quarters of states for ratification. Majority support exists in many legislatures, especially the South and Midwest, but timetables and post election timing slow action. Kentucky may not act until 1992, limiting momentum.
