OPEC members meeting in Quito Ecuador failed to reach a price policy for the next three months. Informed sources say they were close to extending the posted crude oil price freeze for another quarter but adjourned after a three hour session.
Brezhnev told reporters after voting in the Supreme Soviet elections that he expects good new agreements from the upcoming Nixon summit. He declined to discuss details but said Russia is ready to ban underground nuclear tests, building on an 11 year old pledge to halt air and underwater tests. The third summit is set to begin June 27 and last about a week.
A Gallup poll of over 1,500 adults taken May 31 to June 3 shows Nixon's approval rising to 28 percent after the cease-fire agreement. Disapproval stands at 61 percent and 11 percent offer no opinion, compared with a May 10-13 poll where 25 percent approved and 61 percent disapproved.
France detonated the first 1974 test in the South Pacific as Australia and New Zealand protested. Paris offered no comment and said the atmospheric series would be the last, though did not specify individual test names.

Portland authorities report a formal bail hearing for two brothers charged in the deaths of three Ft. Gordon soldiers. James Calvin Morrison, 31, and David Doyle Morrison, 24, have requested extradition and will face proceedings Friday as efforts begin to move forward with the case.
