US intelligence cites six Russian facilities potentially capable of producing biological warfare agents banned by a treaty. Reports conflict on whether sites are strictly for “biological associated products” for agriculture or could be repurposed for warfare.

Rachaya, near Beirut, saw heavy shelling drive guerrillas and renegade Lebanese soldiers from the town after a week of resistance.
A national report shows six years of declining adult smoking rates and stronger public smoking opposition, even among smokers. Many who smoke switch to low tar and low nicotine brands, per the National Clearinghouse for Smoking and Health and the National Cancer Institute division of cancer control and rehabilitation.

County Administrator D J Williams expected no millage increase for the 1976 77 budget, which totals 4 8 million dollars, about 100 000 less than last year. Public hearings on ordinances and a move to re create the Aiken County Public Service Authority as a county department highlight tonight’s meeting agenda.
