State to Begin Case on School Funding in Manning
Nearly a year after a trial started in Manning the state will present its case next week to prove South Carolina can provide a minimally adequate education for all children. The defense argues teacher credentials do not guarantee quality and advocates plan a silent vigil outside the courthouse to support equitable funding. Eight districts sue the state claiming current funding leaves rural poor students behind. The state will call about a dozen witnesses led by Michael Podgursky of the University of Missouri to challenge the link between credentials and quality. Legislative figures Rep Bobby Harrell and Speaker David Wilkins are expected to testify on related education reforms including the Education Accountability Act of 1998 and previous acts.
