The NAACP and Confederate Flag opponents formally announced a boycott plan against South Carolina firms seeking national backing. VAUCLUSE in Horse Creek Valley shows the mill town pattern. The oldest cotton mill foundation in the state, built in 1830 by Christian Breithaupt and partners, spawned wheel shaped streets and worker housing. Edgefield County Representative Charles H. Stone appeared at a stump meeting to ponder his political future after the 1994 reapportionment moved him from District 82 to 83. He accuses GOP and Democratic Black Caucus members of a district‑shaping deal and says he may run against Tom Huff if needed. He plans to decide by Tuesday with primaries set for Aug 9.
The Aiken County Board of Education faces a 1994 95 budget with over 121 million in district funding and 79.6 million for general operations. A 10 mill property tax yields 42.8 million but may not meet proposed allocations. Security and media center funds were cut. a 2.8 percent salary raise is planned for staff as deliberations continue.
The city of Aiken plans a public hearing and second reading on its 1994 95 budget. The proposal adds fees for fire protection to non residents and hikes city utility charges by 12 percent to fund a depreciation account. County residents pay a flat $8 20 for fire protection up to 20 000 in value and 12 cents per 1 000 thereafter, while the new rate would be 10 plus 20 cents per 1 000. The maximum monthly bill for city water would rise from 24 to 36 per month, with higher charges for those outside city limits. Officials note uncertainty over lump sum versus monthly payments. City water and sewer rates would increase, boosting average bills for in city and out of city utility customers. The rate hike faces opposition from Mayor Fred B. Cavanaugh who cites impacts on fixed incomes. The last utility increase was in 1990.
