S C Election Chief Defends Primary Runoff Rule
South Carolina Election Commission head James Ellisor told the Aiken Rotary that Rev. Jesse Jackson is wrong to seek eliminating the majority vote in primaries. He explained that primaries require 50 percent plus one, with a runoff if not reached, and warned that altering this could hurt Black voting strength in single member districts. Ellisor also noted a possible state Senate primary later this year only with federal court approval of a remap plan and mentioned a Republican suit seeking control of the process. The remarks came during a Rotary luncheon at the Ramada Inn.
