Wisconsin Representative Paul Offner was on a municipal building project in La Crosse yesterday to study government rule impacts on work sites when he fell fifty feet from the top of the structure. The incident was captured in an AP wirephoto.
Karl Thomas of Troy Michigan plans a balloon voyage across the Atlantic next week possibly Tuesday at dusk with two lobsters aboard. The 27 year old seeks to become the first to travel the roughly 3 500 miles by balloon while noting eight others failed before him. He has about 10 000 hours in aircraft and balloons and a record 80 mile balloon trip.
House approval came 361 to 35 for a three year revenue sharing program that would send 24.9 billion dollars from the federal treasury to state and local governments by Sept 30 1980 with limited federal controls.
Four hundred people attended at Wilshire United Methodist Church for a simple memorial service for billionaire J Paul Getty. Dr Randall C Phillips praised Getty as committed to living fully culture and business. He traced Getty from birth December 15 1892 Minneapolis to death June 6 in Surrey England and cited a Getty film for his 11000 employees.
The South Carolina Supreme Court unanimously ruled against the state Insurance Commission in favor of Insurance Services Office. It held the commission erred by forcing ISO member companies to file rate schedules anew and upheld ISO’s challenge to the agency order. An earlier circuit ruling had favored ISO, and the commission’s appeal followed.

The three lowest bids for the total project and for specified categories will be reviewed for contract award.
The Alcohol, Drugs and Discipline subcommittee voted down the traditional school plan in Aiken County arguing for a no smoking ban in schools. Supporters cited reducing cigarettes and drugs while critics blamed parental input and discipline issues on home environments. The group urged ongoing parental involvement through PTA and noted data from Columbia middle schools remains inconclusive.
The South Carolina Democratic Party orders a recount in Senatorial District 8 Seat 3 after current tabulation shows Tom Turnipseed ahead of F W Caughman by about one percent. The recount will re examine all ballots and extend through the weekend.
