The Aiken City Council unanimously passed a $35 million budget for the coming year with no increase in the tax millage rate. City Manager Steve Thompson notes ten years without tax hikes and cites a four percent city manager salary raise and ongoing capital projects including Streetscape and Citizens Park phases.
Funeral notices report the deaths of Derrick Llewellyn Daniel and Aiken Arden Black. Their obituaries appear in Burnettown bituary notices on page 2B, detailing services and family information.
Voters trickle to 63 polling places at 7 a.m. with deputy elections director Frances Pennington noting low turnout and few calls. Officials expect only a small share of more than 70,000 registered voters to cast ballots as Republicans and Democrats run nonbinding referendums on vehicle tax abolition and a state lottery while major races seek nominees for US Senate, state offices, county council, and a House seat.
A Beech Island led effort secured changes on U S 278 within 60 days including lowering speed to 45 mph between Green Pond Road and Kelly's Service Station and extending the 40 mph limit past the S C 125 exit. The plan also relocates a 20 mph sign, adds a barrier near the S C 125 bridge piers, and seeks guard rail funding. A Beech Island man, David Allen Barfield, 26, was killed at the S C 125 overpass in March when his car hit a bridge pillar.
Road upgrades approved include speed reductions on portions of U S 278 with brighter warnings exiting to S C 125 and new barriers around the S C 125 bridge concrete piers. Additional installations include Signal Ahead lights at Pine Log Road and Green Pond Road, a flashing signal at S C 302, reflective markers, and a replaced school warning sign at Silver Bluff High.
Hitchcock Rehabilitation Center announces management changes amid questions about managed care. Former executive director Jane Boston has left to focus on fundraising. Pat Samuels serves as acting director and day to day operations head. Board chair Paul Grefenstette coordinates communications as leadership undergoes temporary restructuring.
Grefenstette stresses cost effectiveness as essential to stay competitive in the rehabilitation center sector. He notes a slim profit margin and the need to reduce expenses to avoid losses.
Danny Shaw principal of Aiken Elementary School resigns to become principal of H E Corley Elementary in Irma within Lexington Richland District Five. The resignation takes effect June 30. Shaw praises his six years at Aiken and the faculty and staff. Michele Conner notes the upcoming move.
