White House counselor designate Robert H. Finch will head a $10 million special aid plan for Peru after the May earthquake. A steering group from AID HEW Peace Corps State and Defense will coordinate the aid as Peace Corps Director Blatchford is already in Lima awaiting details.
Washington AP. House operations subcommittee invites Chief Postal Inspector Cotter to a June 18 hearing on mail theft and organized crime. The panel questions inspector training and investigates Mafia-connected cases involving credit cards stocks checks and merchandise stolen from the mails and sold.
The Senate approved a $2.76 billion Hill-Burton hospital aid compromise extending the program three years. It authorizes $1.26 billion for new construction and modernization, plus $1.5 billion in guaranteed loans and some unlikely subsidies. A conference trimmed a proposed industrial-states formula but added a two year study of aid formula changes.
Pentagon reports 2,600 American servicemen left Vietnam last week, bringing total to 425,480. The figure mirrors mid-April levels when Nixon announced a year long pullout of 150,000, with withdrawals paused due to Cambodia operations.

Coast Guard reports the White House ordered denial of power to Indian occupiers on Alcatraz Island. The island had drawn electricity from a lighthouse cable until the May 28 cutoff as authorities move to remove residents for park designation. Aiken Council introduces an ordinance targeting open containers of beer wine and alcohol in public spaces and in unlicensed venues. Violations carry fines from 15 to 100 dollars or 10 to 30 days in jail. The measure responds to drinking alcohol in parked cars. Municipal actions also set the 1970 71 millage rate at 102 and approved a water rate increase and a 1 823 680 budget. The South Carolina Electric and Gas Co. won a 40 year natural gas franchise with street line work obligations.
North Vietnamese forces captured Saravane, the Laotian provincial capital, after a brief assault, expanding a supply network east of the Mekong. The 800-man Laotian garrison withdrew, and Saravane joins Attopeu as key routings to South Vietnam and Cambodia. Meanwhile Cambodia reports resumed flights into Siem Reap with ongoing air strikes nearby.
