Budget plan backed by Democrat leaders aims to balance by 2012
US budget chairman Rep. John Spratt said the plan restores funding for health care energy and education while rejecting cuts to Medicare and Medicaid and expanding CHIP. It would add nearly 5 billion to Veterans Affairs health care in 2009 and spend 7.7 billion on alternative fuels and renewables. The nonbinding measure outlines budget guidelines, predicting a 2012 surplus of 22 billion if Bush tax cuts expire and war funding ends after next year.
