A discussion on school finance questions whether per child funding creates equality across South Carolina. It contrasts state funded dollars per student with district spending practices such as teachers buying copy paper, raising whether the issue is funding or spending by districts.
The speaker urges South Carolina to properly fund schools on a per student basis using local state and federal dollars. Emphasis rests on reducing overhead waste so more resources reach the classroom. If funds are spent wisely, significant results are anticipated.
Scott Singer argues the first question is how to ensure education dollars are effectively spent. He notes spending has risen 137 percent inflation adjusted over 20 years while graduation rates and test scores remain among the nation’s lowest. He condemns funding the bureaucracy, with only half of tax dollars reaching classrooms.
Tom Young advocates a weighted funding formula to address higher costs for special needs and low income students. He argues proper funding reduces waste and duplication, enabling teachers to buy supplies and the state to fund buses and facility needs for health, safety, and efficiency.
A reader asks for guidance on funding public schools and defines proper funding. They seek criteria, sources, and benchmarks to ensure adequate resources, equitable distribution, and sustainable financial planning for education.
