South Carolina Governor Carroll A. Campbell Jr says he will not run for any public office when his term ends in January. He will become president and chief executive officer of the American Council of Life Insurance in Washington, D.C. He will focus on recruiting industry and work behind the scenes in politics, denying plans to challenge Strom Thurmond in 1996.
