Costs Rise at Horse Creek Wastewater Plant as Congress Acts
Plant manager Stanley Wagher predicts a 6 to 7 cent per 1000 gallons rate hike in September due to higher operating costs and the abolition of the Industrial Recovery Act. Current charges stand at 20.3 cents per 1000 gallons for Aiken, North Augusta, Graniteville Co, and AM&M. If construction costs are passed on, the average user could pay 30 to 40 cents more monthly. City managers vary in outlook.
