Senate Opens Sessions Slated to End Secrecy Debate

The Senate moves toward open sessions by default with secrecy allowed only for treaty or nomination matters. Executives sessions may still occur and votes may be disclosed later, with a mechanism to lift secrecy later. The change, to take full effect July 18 31, aims to curb blanket secrecy in proceedings.
