POW Major vows mutiny charges after Army inaction

Maj. Edward W. Leonard Jr asserts the Army failed to investigate Col. Theodore Guy s dismissed mutiny charges against five Army and three Marine enlisteds from a North Vietnamese prison. Leonard, a former POW, says he will file new mutiny charges while noting civilians cannot be tried under military or civilian law.
