HOLLY HILL AP The City Council has approved a night curfew for anyone under 18 after midnight. The measure, to be trialed after final details, authorizes police to take youths home if they are out late. Councilwoman Marikay Harris urged parental responsibility.
In Manning, four men Wayne Bell 28 Deyshane Rinkins 18 Johnnie Witherspoon 23 and Jermaine Brown 17 were arrested on charges of beating and robbing four Mexican migrant workers last weekend. Two victims were assaulted outside a Sardinia grocery and another near the Black River between Sardinia and area. A third incident involving three other migrants earlier Saturday is under investigation and may be connected.
University of South Carolina trustees approve a 3.4 percent tuition rise for undergraduates. Instate students pay 53 more per semester, out-of-state 133 more. Undergraduate resident tuition becomes 1598, non-resident 4037. President Joba Palms cites inflation alignment.

Albany Georgia slowly regained passage as all four Flint River bridges reopened after days of flood chaos. The disaster has killed 309 people and left thousands displaced or unnamed. Governor Zell Miller called the flooding Georgia’s worst single disaster as Tropical Storm Alberta dumped four days of rain across central and southwest Georgia. Officials estimated millions in farm damage and housing losses remain to be tallied.
The Valley Public Service Authority seeks Supreme Court original jurisdiction to fast track a declaratory judgement over contested VPSA service area boundaries. Beech Island Rural Community Water District and Aiken County government are named defendants in the action challenging a 1994 bill allowing boundary redraws. The 1969 lines granted VPSA broad water service from Aiken to the Savannah River.
A shooting on Union Street in Aiken and a multi jurisdictional task force drug operation occurred Thursday afternoon. Three county wide drug arrests followed, with two more on Union Street. Juvenile arrested in Pinecrest. two arrested in New Hope. Agencies involved include Aiken Public Safety ADPS, North Augusta DPS, Barnwell SO, and Orangeburg DPS.
Delays threaten the August opening of two new elementary schools in Aiken County. Chukker Creek Elementary in Area 1 and Warrenville Elementary in Area 3 may not host students on the first day of school. If Ed Watson of Construction Control Corporation in Columbia denies approval, Area 1 plans to relocate pupils.
Community Research Associates will visit Aiken County to promote community oriented policing. Officials from the Sheriff’s Office and Public Safety will meet Monday through Friday and train local leaders as an advisory council. A public forum Thursday at 7 p.m. in USC Aiken's Building Room 120 is open to all. The event is free, funded by a Justice Department grant.
