South Carolina weighs new water conservation ordinances

The 1985 Drought Response Act lets the Water Resources Commission push local towns in Aiken County to adopt drought measures by fall 1987. Aiken and North Augusta plan to begin work this year, though officials doubt strict enforcement will be needed. The act sets drought levels from incipient to extreme and allows fines up to 1000 dollars per day for violations.
