Washington AP reports the ZIP code reaches its 25th year with senior assistant postmaster general John Mulligan calling it a roaring success. He notes the Postal Service now handles more than double the mail since its introduction, while population grew only 15 percent, crediting ZIP for efficiency gains.
Quin, Illinois. Mary Borunda, who placed a wedding anniversary ad declaring love for her husband Joe, faces charges of soliciting a gunman to shoot him. Investigators say the plan involved a staged break in and a $2,500 payment. she was arrested after a tip from a relative.

Aiken County Council approved a 14.8 mill increase split into 6.3 mill refunds for road maintenance fee payers and 8.5 mill to cover lost revenue, totaling a 1988 89 budget of about 17.9 to 18 million. Judge Luke N Brown Jr ruled the road fee unconstitutional Wednesday. Council also approved the 1988 89 fiscal year budget and noted the overall millage and refunds, including 50 cent per car adjustments.
For a $53,000 business with two trucks the old proposal totaled 331 dollars including 307 in taxes and 30 road fees. With millage increase the total becomes 346 dollars. A $75,000 house with two cars would pay 196 dollars under the old proposal and 210 dollars with the millage increase.
