Columbia AP reports South Carolina launches an international traffic safety campaign to reduce crashes at 3,100 railroad crossings. Boykin Rose, head of the Public Safety Department, notes a 23 percent rise in accidents over three years with 106 crashes in 1995 versus 86 in 1994.
In Little River South Carolina residents urge compromise to save a 200 year old live oak slated for removal for a Burger King on U S 17. local supporters call the tree a link to history while opponents push progress. Ar thur Cartier voices concern. Ross Perot supporters claim 33000 signatures to place his independent party on the SC ballot. Betty Montgomery notes state requires 10000 signatures.

ATC president Dr. Kathy Noble warned during a luncheon with the Aiken County Legislative Delegation that the college faces trouble without funding to buy computers upgrade laboratories and other capital gear. The statewide technical college system seeks $25 million in equipment money to modernize for current business needs and has asked the General Assembly to provide a third of it over three years. Rep Roland Smith noted the measure would resume funding not provided since the 1990-91 budget year after House approval as part of a $90 million supplemental.
Commerce Department December retail sales rose only 0.3 percent to 198.6 billion dollars, shy of economists' 0.6 percent forecast. Annual sales reached 2.3 trillion, up 4.9 percent from 1994, the smallest gain since 1991. Reports cite a bleak economy amid a partial government shutdown and weak holiday demand.
The search for a new executive at Downtown Aiken Development Corp. is stalled as Chairman Sam Erb forms a committee to reevaluate needs. Skipper Perry notes the former director Cindy Senkowsky, who left Jan. 19, built membership and promotion but may have to change strategy. Hyatt Palmer has been consulted for guidance. A handful of resumes arrived but none advanced. Senkowsky now works at Aiken Regional Medical Centers.
The Westinghouse Savannah River Co. reports successful demonstration of vitrifying low concentrations of plutonium with high level wastes in steel canisters at the Savannah River Site. The can in canister method places several small cans inside larger DWPF canisters to form a radiation shield and immobilize material. Dr Nick Kuehn leads the project, with national debate continuing on plutonium disposition and options endorsed by the National Academy of Sciences committee.
A team of technical, operational, and safety experts completed a mandatory readiness review of the Defense Waste Processing Facility at Savannah River Site. All physical work is closed out and procedures updated, with field walkthroughs ongoing. Four faults were found in December and have been corrected. team expects to finish within two weeks without rushing.
