In Columbia the debate over payroll deductions for South Carolina Education Association dues grew from a charity discussion into a policy fight. Legislators challenge treating SCEA as a labor union with dues checkoff, despite an attorney general ruling in 1979 that no law authorizes it. Sixty six of ninety two districts already deduct dues, a major financial boon that the SCEA seeks to legalize through new legislation.
