President Reagan will tell Congress and the nation he will not seek higher taxes. He plans to unveil New Federalism moves shifting about 40 federal programs to the states and may push a staged excise tax sharing by states. The speech is set for a joint session at 9 p.m. EST.
In Charleston AP report Dr Bruce Reitz of Stanford notes combined heart and lung transplants yield a one year survival rate around 75 percent, higher than heart transplants alone. Five of Stanford's six heart lung patients remain alive.

The Aiken City Council voted to appeal a condemnation board ruling that Heath Pipeline Construction Co. be paid 7 766 for 7.06 acres condemned for the Mason Branch reservoir project. The city will file with the Court of Common Pleas but will pay the full amount to allow land ownership to revert and continue work.
