James M. Arthur Sr. longtime Democratic state representative from Union County dies at 78 after a long battle with Parkinson's disease and a heart attack. He served from 1954 to 1964 and 1972 to 1988, passing at Wallace Thomson Hospital in Spartanburg.
South Carolina Attorney General Charlie Condon says lawyers who work for taxpayers should not sue state agencies or seek damages from the state treasury, warning of conflicts of interest and divided loyalties. Some question rights to hire counsel and the impact on large firms with state business.
