Immigrant visa chances shrink as 900000 miss special waiver
Jerome C. Ogden of the State Department notes 900000 applicants missed a one shot chance for 10 000 immigration spots under a special waiver. Applications arrived first come first served after midnight with Dublin sending the first postmark. About 400000 applications were ineligible and most of the rest were late.
