U S and Soviet negotiators entered a second day of talks in Moscow on a treaty to limit nuclear arms. An American participant said Leonid Brezhnev and aides offered additional ideas after the first 34 hours, but a breakthrough remains uncertain.
Saigon moved to civilian governance as Vo Van Kiet was named chairman of a 15 member committee to run the city. The Provisional Revolutionary Government announced the change, with Gen. Tran Van Tra noting ongoing shortages of food and fuel amid the transition.
An Air France Concorde returned to Paris from Rio de Janeiro completing the first scheduled commercial supersonic round trip across the Atlantic. The flight was late on both legs with Dakar refueling overruns and a later mechanical issue involving a tanker truck. The British Concorde, which began service to Bahrain, was also due back in London.
In Salt Lake City a 33 year old man blind for a decade can read braille five times faster using a computer plugged into his brain. The device, with a camera, helps him recognize lines and light after August experiments, part of a $1 million artificial vision project.
Wind whipped a brush fire in San Clemente scorched 2400 acres and damaged at least 21 homes near Camp Pendleton. Twelve people were injured as residents fled and the blaze neared Richard Nixon's home. Officials said the $61 million fire was encircled after nightfall and control time was uncertain.
Dr. Thomas H. Frist Jr of HCA said the firm would buy drugs on hand at Aiken County Hospital but not hospital equipment.
