Inmate pay policy sparks tension and critique
A South Carolina policy shifting inmate pay toward indigent care and substance programs draws criticism from the ACLU and lawmakers. Indigent inmates with less than six dollars monthly receive soap and toiletries. others buy via canteens. About four million of the five million annual inmate pay is redirected to substance abuse programs, provoking concerns over safety and inmate dignity amid prior prison unrest.
