Congress Receives Carter Tax Plan Amid Skepticism
President Carter sends to Congress a wage insurance tax credit plan aimed at protecting workers with 7 percent or less wage increases from inflation. The plan would credit the difference up to 3 percentage points on earnings up to 20 000, with tax on the credit, and excludes farmers and low earners among others. House Ways and Means members doubt it can pass though Labor Secretary Marshall says it is not essential to the anti inflation effort.
