Increased Calls New Units Marked Sheriff's First Term
Aiken County Sheriff Carrol G Heath reports a 90 percent rise in demand and workload while staff numbers stayed near four years ago. Calls rose from over 13 000 before Heath took office to more than 23 000 last year. Establishing the Metro Arson Squad and a certified reserve are major achievements. The arson squad, formed in 1985, cut confirmed arsons from 26 in 1986 to 15 in 1987. The reserve officers, all certified by the Academy, number 30. The Explorers program aims to recruit dedicated future deputies. Grants funded computerization, victim services, a narcotics unit and traffic squad. The 911 system helps, though street naming and house numbering remain issues. Training has increased. USC degree aid covers tuition with a one-year stay requirement. Higher salaries improved turnover.

Rabies Vaccines Not Foolproof Yet Best Defense
Vaccinated pets can still contract rabies though vaccines remain the strongest defense. Officials note rare failures with some cases like a Greenwood cat where the virus was exceptionally heavy in the brain, raising questions about why the vaccine may not always take.
