Stephen Morrell Carter 19 of Sunny Avenue in Aiken was released from a Georgia hospital and booked into Richmond County detention center after a Dec 20 traffic stop shootout left Public Safety Officer Scotty Richardson dead and Officer Travis Griffin wounded. Carter faces murder and attempted murder counts as SLED investigates. extradition to South Carolina to be determined.
