Designated drivers group patrols Richmond area

Jim Congable and his wife founded the National Designated Drivers Association in 1994 to give free rides home to intoxicated patrons. The group now has about 420 volunteers patrolling bars Tuesday through Saturday, driving dozens of patrons and their cars home each weekend.
