State prison inmates will resume college degree studies next week after a halt ordered last year. Sixty inmates enrolled Tuesday with 30 more on waiting lists for two classes taught by Spartanburg Methodist College starting March 5. Governor Beasley directed Corrections Director Michael Moore to reinstate the program after funding cuts.

The Department of Energy proposes reducing the national weapons complex to one fifth its size by 2005 while keeping the Savannah River Site’s defense mission intact. Tritium recycling and potential tritium production via a particle accelerator would stay on track. SRS employs about 1,000 in the tritium mission with defense funding at 135 million for fiscal 1996. Secretary Hazel O’Leary emphasized Savannah River remains active alongside other industrial sites as treaty-driven arsenals shrink.
Public hearings will occur at all affected sites for the Stockpile Stewardship Plan and the Fissile Material Plan in March and April. Written comments are welcome. The North August hearing is set for April 30. Public comment runs March 8 to May 7. Decisions expected: Stockpile Stewardship in August and Fissile Material in December.
Mrs. O'Leary stated that the cuts will improve efficiency and safety without compromising national security or weapon reliability. She indicated that small scale plutonium pit production would continue at a new site, per DOE Page 11A.
Experts question if shrinking overall DOE weapons sites to about one fifth of the Cold War footprint is sufficient. Brian Costner notes plans echo 1980s downsizing, cites the reconfiguration idea that would consolidate 16 sites in 12 states into six, with tensions over jobs and redundancies.
