Paris reports that Premier Pierre Messmer's government resigned today amid economic troubles and public discontent. Finance Minister Valery Giscard d Estaing emerged as a leading replacement, with other Gaullist loyalists named as possible successors.
Lawyers for President Nixon defend his refusal to testify in a California trial arguing no court can compel a President to appear in person. They warn that forcing a President to testify would impair his duties and threaten national security.
California Governor Ronald Reagan says he would not bow to any ransom demand to free Joseph Remiro and Russell Little, the two San Quentin inmates charged with the murder of Oakland School Superintendent Marcus Foster last November. Both have pled not guilty.
Top officials of the San Francisco Bay Area Rapid Transit District warned a state Senate committee that the 75 mile system may never recoup operating losses. They cautioned that without new state funding the $1.6 billion BART network could shut this fall after less than two years of partial service.
Observers in Amman say King Hussein could abandon attempts to retake the Israeli occupied West Bank as Secretary Kissinger’s visit nears. They expect Hussein to favor a Palestinian state including the West Bank and Gaza and to seek closer ties with Jordan on his terms.
London AP reports three polls ahead of Thursday's general election indicate Ed Heath's Conservatives fall below 40 percent in each poll. The average has Conservatives at 38.1 percent, Labor at 35.5, Liberal at 23.9, with minority parties making up the remainder.
Secretary of State Henry Kissinger left Damascus for Tel Aviv after an over seven hour meeting with President Hafez Assad regarded as constructive. He planned to return in a few days, likely Friday night, and there was no word on the hoped for list of Israeli prisoners held by Syria.
The Ethiopian navy joined a northern revolt demanding higher pay and seized Massawa base on the Red Sea. Rebels had earlier seized key points in Asmara, Eritrea province’s capital, with no violence reported. Emperor Haile Selassie sent the army chief of staff to Asmara to hear complaints.
North Augusta Police announced the third arrest in the Louisville Georgia drug company break in case. David Randall Perkins, 17, of 1014 Weston Street North Augusta, was charged with two counts of burglary and one count of stealing by taking. He also faces North Augusta charges of distribution of the controlled drug nembutal and was to be arraigned today.
Aiken County Board of Commissioners votes on first reading to accept the code of ethics bill and hires a CPA firm to study and establish a centralized bookkeeping system. The meeting is described as efficiently run with no flap.
Aiken County commissioners voted five to two to hire George C. Baird CPA firm of Augusta to study and implement a new bookkeeping system. Robert M. Broadwell said his merged firm now operates as the Aiken branch and had audited the county in the late 1950s and early 1960s. The meeting, held after executive session reports disputed claimed sessions, and Commissioner Edwin E. Farmer’s resignation was discussed before he withdrew it.
Several thousand residents of Puerto de la Cruz report a balloon sighting touted by CIFRA as the missing American adventurer Thomas Gatch Jr's craft. Europa Press could not confirm. initial report claimed Gatch's balloon, then only a blue balloon at about 10 000 feet above the Valley of Otavara.
North Augusta reports no gas lines or supply yesterday mirroring Aiken. Gas stations across North Augusta and Belvedere were largely closed with nearly a dozen outlets unable to operate. Local officials noted widespread shortages and halted service at multiple stations.
Police identified 19 year old Douglas Bryan Moulton of North Augusta as the victim found shot in an Atlanta alley. Investigators believe the shooting occurred at a Marietta apartment before the body was dumped in downtown Atlanta. A pool of blood was found in the apartment shared with a couple and their 5 year old child. the couple is being sought for questioning.

Long lines and erratic hours at local service stations as owners adopt odd-even selling to ration fuel. Shoppers report open times varying by station, with some delaying hours and others opening early to serve workers. A police presence and tense waits accompany daily gas shortages across town.
The body of 77 year old Ardis Steadman was found in a swampy area near New Holland about 2 p.m. after a multi day search led by the Aiken County Sheriff and Ft Gordon helicopter. Coroner J L Gregory said Steadman had been dead about 24 hours and showed no signs of foul play. Steadman’s abandoned car and regular medications were found in the vehicle.
The Palmetto state shakes a two day cold snap as readings fall into the 20s and rise to the 50s later today. The Friday through Sunday outlook shows showers Friday and fair spells Saturday and Sunday with weekend highs near the 50s and lows in the 30s to 40s. The Weather Bureau calls for tonight's low around 35 in Columbia and 38 in Charleston.
The Fine Arts Series concert scheduled for 8 p.m. Thursday night is cancelled because soprano Miss Maur een Simpson is ill. It will be rescheduled at a later date. Dr. Thomas A. Frist of HCA toured with Dr. Robert L. Cate and others during a Nashville trip. The Youth Association for Retarded Children invites entry forms for the Hike-Bike fundraiser, with proceeds aiding retarded children. Police and rescue squads will safeguard riders.
