Welfare Recipients Not Bums In South Carolina
R Archie Ellis director of the State Welfare Department told the Columbia Kiwanis Club that welfare recipients are not shiftless. Using November 1971 as a sample he cited 19 118 aged 65 plus 2 265 needy blind 13 313 totally and permanently disabled and 78 866 on welfare to support dependent children. He noted many are supplementing earnings and that payments in South Carolina are well below other states.
